Jewish girls can marry at aged three

Jewish girls can be married at aged three. Non Jews girls can be married before the age of three.. according to the Talmud

"It is related of Justinia the daughter of 'Aseverus son of Antonius that she once appeared before Rabbi. 'Master', she said to him, 'at what age may a woman marry?'. 'At the age of three years and one day', he told her.'"
Babylonian Talmud Niddah 45a

"A maiden aged three years and a day may be acquired in marriage by coition."
Babylonian Talmud Sanhedrin 55b

"That a proselyte (convert to Judaism) under the age of three years and one day may be married by a priest."
Babylonian Talmud Yebamoth 60b

"A girl of the age of three years and one day may be betrothed by intercourse"
Babylonian Talmud Niddah 44b

Rather the practical difference is the case, for instance, where her husband had intercourse with her while she was under three years of age and found blood and when he had intercourse after the age of three he also found blood.
Babylonian Talmud Niddah 45a

Jewish professor Nissan Rubin wrote in his 2008 book: 'Time and life cycle in Talmud and Midrash: Socio-Anthropological Perspectives'

"The ideal was to marry off girls while still minors, since they constituted an economic burden, for girls in an urban society did not contribute to the family income; moreover, they had to be provided with a dowry for their marriage. It was also feared that they would not maintain their virginity. In consequence, those who were capable of doing so would marry off their daughters "close to reaching puberty.""Y

"For girls, the period of first minority was established, from birth to the age of three, in which a girl was not fit to be married, and the father could not betroth her. From the age of three to twelve was the period of second minority, in which her father could betroth her without her consent."
